How to Open a Bank Account and Operational Banking Tips.

are kept in view at the time of opening of new accounts:

the means, line and place of business of the prospective customer should be
obtained.
3. Signatures on the account opening
forms as well as on S.S. Cards must be admitted by the Manager/Manager
Operations in presence of the account opener.
4. If an unusual credit not
compatible with the status of the customer is noticed, the balance or
operations in the account must be enquired into with utmost care to ensure that
customers of good standing are not offended.
5. Special care must be exercised
while opening accounts of high risk customers, partnership firms, limited
companies, clubs, trusts and societies etc. Legal documents viz. Partnership
Deeds, Memorandum & Articles of Association, Rules Governing Clubs, Trusts
and Societies must be obtained and copies be retained and filed with the AOFs.
Manager/Operation Manager must study these documents and satisfy himself
completely before allowing operations on such accounts. Such accounts be opened
in proper category.
6. Branch Managers/Operation
Managers have been permitted to delegate the duty to attest signatures on
account opening forms and S.S. Cards to an Officer, provided they are satisfied
that the officer concerned is able to discharge this work satisfactorily.

personally visit the branch so that Branch Manager/Staff may have firsthand
knowledge about him.

10. Valid Computerized National
Identity Card, in original, shall be scrutinized and compared with its
photocopy. The officer opening the account shall certify on the photocopy
“Original Seen & Returned”. However, senior citizens above 65 years of age
are exempted from expiry of CNIC.
11. Copies of CNIC shall invariably
be verified, before opening the account, from NADRA through utilizing on-line
facility. It should however, be noted that verification through NADRA system
carries cost therefore, this system would be used only for verification of
customers CNIC.

13. However, attested copy of
National Identity Card, for Overseas Pakistani (NICOP) and Pakistan Origin Card
(POC) issued by National Database Registration Authority can be accepted for
opening of bank accounts in Pakistan both in local and foreign currency in lieu
of Computerized National Identity Card (CNIC).

15. The specimen signatures of the
new A/c openers will be minutely tallied with specimen signatures on their
CNIC, in case there is a visible difference in both these specimen signatures
then a declaration as per enclosed format (annexure-5 appended at the end of
Manual) must be obtained to clarify the factual status of specimen signatures.
Such declaration will be part of their Account Opening Form which must be kept
carefully attached with the relative Account Opening Forms for inspection of
Auditors.
16. In case CNIC issued by NADRA
which do not bear photograph of the customer, account can be opened if the
customer provides any other valid document which bears his/her photograph.
Where customers do not have any other valid documents which bear their photos,
account of such persons can also be opened, subject to provision of following
documents:-
a. 1. A copy of the photograph duly
attested by a gazetted officer/Nazim
b. A copy of CNIC without photograph
duly attested by the same person who has attested the photograph as per Sr (1)
above.
c. A confirmation in writing to the
effect that they have no other document bearing their photograph.(specimen of
confirmation is appended at the end of Manual as annexure-6)
d. It is also advised to ensure that the CNIC and
the photograph are of the same person whose account is being opened. The
particulars /CNIC of such persons must be confirmed from NADRA through its
“VeriSys” system.
17. Letter of thanks must be sent to
every new account holder. In order to establish genuineness of the new
customer, letter of thanks shall be sent to him/her at recorded address through
courier service; however, at stations where such facility is not available a
Registered A.D Post may be sent.
18. As far as possible, the
account-opening job shall be handled by the ranch Managers/Manager Operations
themselves or senior officers. The officer opening the new account must ensure
that the relevant information to the fullest possible extent has been obtained
from the prospective customer concerning his means, line and place of business.
Each and every column of the account opening form shall be neatly and correctly
filled in with necessary details.
19. Special Instructions if any must
be clearly incorporated in the account opening form/SS card and must also be
authenticated by all the parties having interest in that account.
20. In case the account is opened in
the name of two or more persons, definite instructions must be obtained
concerning the followings and must be got authenticated under full signatures
of all the parties to the account:

death of any of the party to the account?
23. All Govt. semi Govt. and
Autonomous Bodies accounts shall be opened subject to authority issued by the
concerned department duly signed by the competent authority.

25. Govt. Accounts would not be
opened in the personal names of the Government official(s). Any such Account,
which is to be operated by an officer of the Federal/Provincial/Local
Government in his/her official capacity, shall be opened only on production of
special resolution /authority from the concerned administrative department duly
endorsed by the Ministry of Finance or Finance Department of the concerned
Provincial or Local Government along with *copy of CNIC of the Government
official(s) who want to open their account. On the transfer of authorized signatory
(ies) copy of the CNIC of incoming officer along-with transfer order would also
be taken and kept on record.
26. Special information concerning
the profession or occupation of the prospective customer shall be recorded in
the account opening form. The description such as “Private Service” or
“Businessman” is insufficient for the purpose. In this concern, details like
position of the account opener, his grade, the name of his employer and his
complete official address shall be recorded in the account opening form.
Likewise, for a businessman, his position as retailer, whole-seller,
proprietor, partner, nature, line and place of his business shall be
incorporated in the account opening form.
27. The account opener shall put his
signatures on the account opening form at required places as well as on the
specimen signature cards in presence of the Officer/Manager. These signatures
are required to be admitted by the Bank officer or Manager Operations.
28. Cheque book shall not be issued
to the new account openers unless all formalities regarding opening of accounts
have been completed and letter of thanks is acknowledged by the account holder.
29. Account shall be opened with cash
only.
30. Branches shall not open any
account in the name of an UN-discharged insolvent person.
31. In case of opening the account in
the name of an individual or sole proprietary concern, the customer may be
requested to sign a declaration stating that in the event of the Bank not
hearing from him/her for a period of three years, the Bank may advise the
existence of the account to the named next of kin.
32. In the event of the death of a
customer, the balance in his/her account may be disposed off with the
assistance of the named next to kin.
33. After filling in the account
opening forms and admitting/authenticating the signatures of the new account
holders, the officer shall seek the approval of the Manager.
